I'm Confused - Playlists

Am I being stupid here - surely if you have a playlist on iTunes with 25 songs then why doesn't that same playlist on the iPhone have the same 25 songs ?

Currently I have a playlist on iTunes with 25 songs and the same playlist on the iPhone with only 18 songs ?

I just don't understand why they would be different ?

Perhaps you have set the music app to show only downloaded music and not actually downloaded the remaining 7 songs on the phone? Or the 7 songs happen to be ineligible for cloud upload? What iCloud status to they show in iTunes?
