Okay, so all notifcation audio, such as the trash emptying, the incoming mail alert, logging into iChat, etc, will not play. All other audio works fine. I tried the GarageBand fix to no avail. This is really annoying.

Have you restarted? Do you have any speakers plugged in? Have you taken your baseball cap off and shaved?
Only some of the settings are stored there, but obviously the doolallied setting was. What does doolally mean?

No, seriously, it could be some kind of electrical circuit glitch. What all is plugged into the same circuit with your computer? Though unlikely, it could also be some kind of software-induced thing. Have you installed anything lately?
The last thing I installed was iLife '08. I recently had to reinstall the OS due to some problems I was having.
From what I can tell, Soundtrack Pro might be messing it up.
