Yeah, I'm very sure that the problem is a connection or the enclosure is messed up. Because when I turn it on, the lights on the enclosure go on, but the HDD remains absolutely silent.

What are jumper settings and how do I change them?
 
Okay, I found out what the jumper settings are. They are on the side of the HDD, right? What should I set them to?

And to think that I thought it would be easy....

There should be a diagram on the hard drive itself. Either that, or small characters printed near the jumpers themselves. Look for "Master" or "Single" on the diagram, or "MA" printed next to the jumper. You'll need to put a jumper block on (the small plastic piece that shorts the two prongs) to enable the master setting.

Also look on Western Digital's support pages for an image. I found a good lot of useful stuff right here, plus the image below might help.

Yeah if you set it up with the "(dual) master" configuration it should work.

Failing that, can you get to another computer, maybe a friend's PC or something, to see if you can get it to work? After that it may be time to ring newegg.

Sorry to hear you're having so much trouble with it.
