Hello!,
Years ago I got an iMac G3 for free. At the time, I powered it on once successfully and saw the desktop, however, after that it won’t power on correctly. It sounds as if is turn on correctly, I can hear the CRT turn on and the hard drive. Randomly the screen will turn white then go dark, but it still sounds like it’s on. Any ideas? Could this be a CRT issue?

also, what would be the best way to clean that plastic shell?

It appears to be an M5521 iMac G3 350 Slot Loading. I believe it was made in 1999.
 
-Does the iMac chime when its powered on?

Did you try already some start up key commands
Like...

-Pressing "Option" while turning on to see if the boot manager comes on?

-Pressing "Command+Option+O+F" to see if the command prompt of OpenFirmware comes on?

There is also a PMU button on the motherboard you can try but be very careful as static electricity can cause damage.
Turn off the mac, disconnect all cables and turn it around. Under the ram module cover you can find a button on the motherboard which resets the PowerManagmentSystem.

I always use a wood stick like a chop stick or similar to press the button to avoid any contact.
