I attempted some research online for this issue and have fallen short of a real solution. The optical drive on the iMac randomly spits out the tray when booting up. I push it back in, and it spits it right back out. When fully booted into User, the optical drive stops reacting completely.

Any suggestions? I feel like this issue may just be a software issue, but i've re-intalled the OS. This thing an only go as high as Tiger...

If a Mac detects a mouse button down condition at boot time, it will try to spit out any optical disk that might be present.

Try booting your machine with a different mouse or no mouse at all.
