iMac Pro - Keyboard Preferences thinks I have a TouchBar!

I'm just trying to somehow get my keyboard to produce function keyclicks. But there is no option for "Use F1,F2... as function keys". Instead I have the panel that looks like I have a keyboard with a TouchBar. I don't, but admit, I once tried playing with my iPad and SideCar. How can I get function key utility back? I've tried just quitting and deleting preferences with no effect. Anyone else had this problem?

It was a weird thing, but in case anyone has the same problem.. it was fixed by a cold boot.

Thank you for posting this! I was having this exact problem and your suggestion fixed it.

I have the smae problem and no reboots and even an OS re-install did not fix it.

Did not fix it for me, oddly, when in as another user it is fine, but in my main good user it is all messed up. Where is the pref file I can get rid of to fix this?
