I think your fan has probably failed. Kernel task is doing its job to protect the computer from high temperature.

If kernel_task is using a large percentage of your Mac CPU - Apple Support

One of the functions of the kernel task process is to help manage the temperature of your CPU.

I wouldn’t necessarily trust Macs Fan Control. On my 2020 MacBook Pro it always shows 0 RPM in auto mode but a reasonable number (>1200 RPM) in manual mode. Do your fans spin up when you manually tell them to do so?

Imac has been fixed by Apple they replaced the logic board and the power supply.
