Is there anyway to tell when an Imac was purchased based on the serial number?

Sorry, just saw you said purchased. Not based on the serial. You have to go by invoice.

No, you can tell when it was manufactured, but not purchased. You can do an estimate though if you know roughly in which week it was...

If you do not have a receipt, how is apple able to verify repairs that they allow outside the normal warranty?

Maybe. Go to http://www.apple.com/support/imac/intel and enter the serial number under "About your support coverage" -- if the machine originally came from an Apple retail store or store.apple.com, the end-of-warranty date will be very accurate. If it came from a reseller ...uh, not so much.
