Got my kid a IP14+ for Xmas. Activated it today and iMessage will not activate. I can enable the toggle, but it only allows me to select her email address, not phone #. I get an error saying “an error occurred during activation”.
I’ve used Wi-Fi and 5G
I’ve reset network settings
I’ve toggled FaceTime and iMessage
I’ve signed out of her Apple ID and back in
I’ve rebooted the phone

Each time I get the same error. When I just go to Setting/Messages and go down to iMessage, it says “activation unsuccessful, turn on iMessage to try again”.
Any help would be appreciated.
 
I had exactly the same problem and did all that you have but to no avail, I had apple go into my phone and checked it and all was fine. I was later told it was a network issue, but after about seven days it eventually started working on its own, the network was sky mobile which were rubbish so I moved to another network and it has been perfectly fine ever since with none of these issues.

Ended up being the port was not 100% complete because ATT did not get a transfer pin from T-Mobile. I called and got the PIN, lady entered it and within 5 mins and a reboot, iMessage connected.
