iMessage contacts in 12.2 not showing up blue...

When I go into the messages app to compose a message other iPhone users are not showing up in blue until after 10+ seconds or after I click a contact that I know is an iMessage user. I tried all the troubleshooting and it still continues. This never happened before in previous IOS updates. Is anyone else experiencing this problem?
