With the iMessage app, you will be able to text from all the iOS devices. So for example, I am texting someone on my iPhone and I want to text that same person from my iPad.

When I switch over from the iPhone to the iPad, will the person still receive messages from the iPhone phone number or will it be from an email address?
 
Only conversations sent as iMessages will persist on all of your devices. SMS text messages require a carrier data connection to send/receive. Even though iPads have 3G, I do not believe you can send SMS messages (someone can correct me if that is inaccurate).

You are correct, it is only data. I'm not even sure an iPad can be provision with pay per use text.
