iPhone iMessage Group Text Issue - Have You Experienced This?

From a friend: “After the latest update (IOS13.1.3), whenever I text someone it auto-populates every single group I've included that person in. Is this something I can fix? Maybe in the ICLOUD somewhere?”
He has since updated to 13.2 and same issue. A hard reset did not cure it either. Has anyone else experienced this?
