Georgia, US. I already restarted my iPhone and it won't let me send iMessages.

No issues at all. Can you expand on your issue.

Yes. When I restart phone , always iMessage wants activation , huh. Again and again I activate after restarting. All iOS 8,9,10 was the same issues. After updates , it will fixes I guess.
