iMessage not activating with phone number

I’m on iPhone 7 and trying to get iMessage and FaceTime to work with my cell number but they will only work with email Apple ID. Keeps saying “waiting for activation...” I have tried all troubleshooting options I saw online such as turning the apps on and off in settings, signing in and out of Apple ID, resetting network settings and even resetting the whole device. Any tips??

Check that you can receive text messages. Activation is done by Apple sending a text message to the number.

It would also help if you provided your carrier and country.

Happened to me before so I close the apps, connected to a VPN via a US server and did the activation, then it worked always.
