last night, I sent my mom a picture via iMessage and it didn’t go through on her end. It’s stuck on “Downloading”. I checked our WiFi when I got home to see if that was the issue, but it wasn’t. And Apple’s services page seems to indicate that everything’s working. Any ideas how to resolve this?

Is the image you are trying to send to your mother on your iPhone?

If so, why are we seeing "downloading" on your phone, or is the above a picture of your mom's phone?

Yes, it shows on both my iPhone and iPad. Which reminds me I also forgot to mention in the OP that it doesn’t show on her iPad either.

And, the above picture is of her phone.
If you do a hard reset of your Mum's iPhone, does the download on your Mum's phone complete?
I didn’t try a hard reset yet, but I had tried powering it off and back on last night with no change.
 
Curious, if you send her a NEW iMessage (no image), does she receive it?
Based on the above, if you then send her a NEW image (not the same image as before; and hopefully a smaller image), does she receive that one?

Rather odd this...
