iMessage Not Working After Upgrading iPhone (Tried Everything)

Just upgraded my wife’s iPhone, used phone to phone transfer. Had a few issues where ios 14.4 got stuck and I had to reboot the phone, but eventually things started working. However, iMessage never stated working. I tried every solution imaginable; signing out, hard restarts, resetting network settings. Nothing is working, and I’m not sure what else I can do at this point.

I would try to reinstall/restore the OS using iTunes
