i shut down the phone off and on. nothing, i reset all my settings. still nothing.

I had the same problem until I reinstalled Beta 2 as NEW phone.

This isn't an exclusively ios 7 issue, it's been around for years. There are many online solutions such as manually deactivating then activating your phone. I suggest you do a quick google search, there will be a lot of information on this.
