iMessage or sms and pictures

Is there a known issue? For whatever reason, I can not send a picture from my photos via text. I choose my contact, then hit the camera icon, select my photo, it send me back to the text but no photo fills in. I even tried going to the photo first, hitting the arrow and selecting message, still nothing. So weird!

When you say "reboot", do you mean simply turning the phone off and back on again?
