iMessage slow to sync with iOS devices?

It used to be syncing seamlessly between my iPhone, iPad, and MacBook Air.

Since El Capitan, it won't sync to iMessage immediately after long sleep. I must wait approx. 10 minutes until it sync backs everything.

Anybody experiencing this and know the fix?
