Resolved iMessage, why does it pretend to ring ?

Hi,
Have you notice that iMessage call, will always ring ?

Even if you don’t have proper network.

Even if the other person is offline.

Question is why? Just wastes my time, I think that I am calling someone but it is actually no one.
