If I send an iMessage to the us from abroad, while using wifi, does the receiver get charged if they are not using wifi at the time of the arrival of the iMessage?

I would not think so. We do nt pay for these messages, normally.

No it would come off your data plan if you are not on WIFI. if you are on WIFI, Nobody gets charged.
