I downloaded iMovie but i hit a problem,, I cannot cut/split clips anymore..

The option is still listed, but its greyed out.. The fact the waveform now shows in the same area, suggests to me Apple has now combined the once-separated Timeline.. However, apart from skimming and pressing R on keyboard to select a portion of clips, that's about it..'

I must be missing something.
 
Early versions of iMovie were intuitive and simple....so because it was not broken..........Apple Geeks in Cupertino decided to fix it so you get the outcome You describe.

Are you saying that 10.2.2 doesn't have a Timeline? The screenshots here say otherwise:

As for splitting clips. You can only do it on the Timeline. Always been the case AFAIK. It's certainly that way in v10.1.14
