Is there any way to get an entire image to display when using Ken Burns?

I've got a scanned photo that is tall and narrow, and want to display it within the standard 16*9 frame for my project. If I select "Fit", the image is displayed with black side bars.

If I choose "Crop" or "Ken Burns", I cannot move the cropping margins outside the margins of the photo. Thus these options do not allow scaling a photo down if it is too tall - ie. no black side bars.

Is there any way to let expand the margins of the cropping tool to go beyond the borders of the photos, or will I be rescanning all my too-tall images??

Work-Around

Was flipping through a book on iMovie, and in it, they confirmed that you cannot include an entire "tall" photo.

They suggest pulling the photo into a tool like Photoshop, and altering the size of the "canvas", so the photo includes the black (or white) sidebars.

Seems like a needless limitation. Apple: Are you listening??
