When you export the files as .DV (i.e. hit full quality)... does this actually reduce the quality of the video. i.e. would it be better to import the actual iMovie file into iDVD than to import a .DV file.

I do not think exporting a project into a DV file will reduce the quality of you video. DV does not compress the file I believe. Just make sure the "full quality button is on"
