Is it possible to import photos and have them sit in the appropriate place in the app? For example I have wedding pictures from 11 years ago and I don’t want them to be my most recent images in the app, is that possible?
 
Your most recent import will always be in recent imports, thats the whole point of the function, and no way to get around it. And I don't really see the issue there, ad you will likely import new images soon anyway? But if the images have proper meta data, then they will appear where they should in your regular timeline.

I’m referring to the main Photos library, so when I open the app and it shows you the latest photos.
And I don't really see the issue there,
The issue is I like to have a chronological library, so I don’t want today’s photos of my child then pushed up by dozens of photos from a decade ago.
But if the images have proper meta data, then they will appear where they should in your regular timeline.
Whenever I’ve imported photos in the past, the Photos library puts them in the library as though I’ve just taken them.
 
Correct, if the photo had no original meta data set, the import date becomes the “taken date” adjusting this will adjust where the photos sit in your library.
