I have found it impossible to enable 2FA on my Apple ID.
It failed to verify the recovery key, by failing to load the page. Attempting to reload the page, lead me back to where I began with 2FA apparently not set up.
Find My Mac was enabled on my Mac, but it wouldn't show up during the registration phase for trusted devices.
This failed attempt to enable 2FA has me paranoid that I might be locked out due to some weird limbo state where some part of the system thinks 2FA is enabled.
