Impossible to sync Playlist to phone with iCloud music enabled?

Am I missing something or is there no way to sync a playlist to the phone separately when iCloud music library is on...?

This means with iCloud music library enabled there is no way to get songs that aren't in iTunes onto the phone. WTF
