Improve Volume on Voice Memo

Hello,
using 3GS, Win7 PC

Have a voice memo of a meeting, volume is very low. Any suggestions as to how to improve the quality. If software is needed please offer as solutions

You can increase the volume (gain) in Audacity but the quality will suffer as it also raises the background and white noise.
