yeah, why not. I am in Japan, I ordered iPhone X in New York when I launched, and my mom went picked it up.
But when you order and pay it online, I doubt it is going to be tax-free, it's probably gonna check you CC's billing address, and still charges you tax.

Yes, providing Apple will allow you to pick it up versus shipped. I just did a check, a 256 GB SG Verizon phone available in Tigard, OR for store pickup.

Not true. Sales tax is based on where you are picking up the phone. I live in New Jersey but pick up my Apple products in Delaware and don't get charged a sales tax. However, I will be charged a sales tax if shipped to my home in New Jersey.
Apple,store will hold it 21 days from date of purchase. And after that they send that back to the warehouse and your money is returned.
