I do not have a pre-beta backup…
Will this work?
1. Create Archived Backup of current 16.4b4 iPhone
2. Enroll new iPhone, install 16.4b4
3. Restore new iPhone from Archived Backup

Yes. As long as the new phone is on the same or newer version it should be fine to restore a backup.
