Could be due to Mobile Device Management settings, if you use the phone for work too.
Touch ID and Face ID work the same way in this regard, if you set up either then you are required to use immediately for require passcode.
After setting up Face ID and exploring these various menus I was 'certain' that this box was unchecked. The behaviour of the phone then was to sleep but not lock (until some unknown time had passed) when the RHS button was pressed.
After I ticked this box, the phone would sleep & lock immediately upon pressing the RHS button.
Speaking with Apple today, they agree with what you said.
With TouchID (and now FaceID), it's always been lock immediately.My phone was the same. I had 4 hours carried over from my iPhone 6 backup. When I changed it to immediately I can no longer go back to a longer time.

That may be the case. But the setting carried over from my backup meaning you didn’t have to use faceid right away. And I would like that option back!
Sounds more like a bug with restoring from backup. Definitely not supposed to function like that. The only choice by design with TouchID/FaceID is supposed to be ‘immediate’.So Apple were BS'ing me with their response ...
