Is there a way I can increase the size of my Windows partition without re-installing Windows?

I'll second barr08's reply. You're going to have to delete the partition and start from scratch again.

I don't know if Partition Magic 8 would see the Mac partition as "assignable space" -- if it did, you could use PM8 to expand the Windows partition. Just a passing thought --- 😉
