Wasn't this an international flight?
I think the Montreal Convention makes the airline liable for about $150,000 per passenger if they are found liable.

It's Indonesian politics, they claim a lot but no hard evidence until now.
(I lived/live there half of my time)

In a way I doubt it, the captain was a professional with, iirc 20.000 flight hours.
