This happened a few days ago. I ended up having to restart, and I deleted the attempted new library it created. Yesterday I started again, and I let it run over night. I checked this morning, and it was still stuck at 14%. Any ideas?
 
I didn't have the problem of it getting stuck but I had the problem of it getting to around 60% then crashing every time.

You might try pressing "option+cmd" then opening iPhoto, then pick the rebuilding option you want to try then try to reopen the library in Photos. This could fix it.

Sigh... No dice. I took your advice, and I repaired permissions and then I did a full rebuild. I actually then went into my library and tried to clear out a bunch of random crap in there, consolidate projects, etc. Tried to do another import. Stuck on 14% again...

I'm having similar problems. Have to done consolidate the files? It seems to get stuck where there re referenced files but can't find the originals.
I had this, did the consolidate which fixed the stuck upload at that point. Although I am now on my thirsd attempt at getting my local database to match my online one. About 7,500 files short at the moment :(

How do I consolidate a library? I'm not sure how to do this. Also, how do I "reset" Photos? The very first time I opened it up, it asked me what I wanted to do, regarding libraries. Now when I open it it, I get to click OK and then it automatically starts the previous import open. I'd like to find a way to start fresh and get rid of the temporary files it created, if possible.
 
This is a pretty big pain in the butt and once you get converted into Photos you might not like it.

I ended up getting apple to help me get the latest version of iPhoto, converting my library over to it, using iPhoto Library Manager ($30) to split my library into 12 small libraries (over 30,000) photos, then used iPhoto library manager to consolidate them back into one large library, and was able to finally get that fully rebuilt library into Photos.

If getting your photos into the new app is that important to you, you might try that route. Now that I've got everything in, I'm not sure that I want to continue down this path. Haven't pulled the plug yet, but we'll see.

Hi, did you ever find a solution to your problem? I have the same problem, it starts rebuilding library and always hangs indefinitely at 14% (coincidence or magical number?).

Ugh. Well, I found a solution, but it wasn't pretty... I had to use iPhoto Library Manager (3rd party tool) to export pieces of my library, piece by piece, and that succeeded. Then I used the same software to merge them all back together, piece by piece. Then Photos was able to import the new, joined library. This was a multi-day process.... Awful. That being said, I am now happily on Photos.
 
Mine stops at 24%. Did you lose your metadata by this process? I have spent hundreds of hours tagging photos. If lost - I would have switched to google photos instead and finally had my library be platform agnostic.
