I have this weird issue with my 2018 Mini that kinda just appeared out of nowhere. Drives that are system controlled ie: no on/off switch are randomly turning on and running when the Mini is off. I cannot sleep my mini since that crashes it when its connected to it my eGPU (which is always) so I haven't tested that.

I've noticed that having drives further down a USB/Thunderbolt chain increases the chances of this happening. Since most of my drives are high capacity rotational ones this worries me a bit. My main photography drive is a RAID 1 2x 8TB Atiko Thunderbolt 2 enclosure connected via adapter. The thing is hot just sitting there with the machine off.

Any ideas or solutions. I've tried the classic PRAM reset.

Boyd has the answer above.

Get a GOOD power strip/surge suppressor.
Plug EVERYTHING into it.
When it's time to shut down the Mini, power down, then reach down to the floor and TURN OFF the power strip.
When it's time to power back up, reach down and flip the power strip to ON. Then press the Mini's power on button.

I've been doing this since the 1980's.
And I NEVER have a problem with peripherals turning on when I don't want them on...:p

I had issues with a Promise Pegasus Thunderbolt array not sleeping properly when being used on my M1 direct to a TB3 port through an adaptor. Updating the firmware and drivers didn't help. Daisy chaining it through an Apple Thunderbolt Display caused it to work perfectly, sleeping and waking up without issue.
Maybe It's the adaptor? I use the Apple TB3>TB2 adaptor, which works great with the Display on the chain but not with the drive alone.

RAID 1? Hope it's backed up!
