My 2009 Mac Pro Quad-Core 2.66GHz is arriving today... Along with an extra superdrive, RAM, PCI USB card, and two hard drives from OWC... Should I install all of that before or after the initial startup process of the Mac?

Never had a faulty item delivered? I'd be very surprised. These items can travel for quite a while before arriving on your door step, no harm in switching it on for 10 mins and checking before loading it up.
