Install Mac OS On Windows

A (Windows) friend of mine found this link which he says will let him run the Mac OS on windows.

Does anyone have experience with this technique?

Will it work/recommended?

Well, I don't know if Merriam Webster's definition of "hackintosh" includes VMs 🙄 but you'll still find plenty of resources on how to install OSX as a virtual machine by googling the word.
