Installer.app only 106.8MB available?

So ive been curious about this for awhile and Im just wondering if anyone knew the answer. When I start Installer.app from my phone, everything works fine and I have more than a few apps installed already, but down at the bottom, between the "about" and "refresh" buttons it says that I have only 106.8MB available. I know my iPhone is only about half full with music and pictures, so I guess Im wondering why it doesnt say something like 3GB available?

I believe that refers to the collective size of the files available through installer.app

My Guess

I had thought that it referred to the amount of RAM that was free; this is separate from the amount of storage that is available to us for music, videos, podcasts, etc.

I mention this because the amount available seems to go down when i install more apps...
