Probably, because according to the model # Apple is simply reusing last year's Server chassis this year.
 
Better yet:
Buy 2010 chassis. Buy cable. Gut your 2011 Mac Mini and reassemble it using the 2010 chassis. Install optical drive the same way. PROFIT.

Actually, I'm thinking of maybe doing that as a project, and documenting the whole process. Perhaps if I have some free time...

I'm not quite ready to get rid of the optical drive. Although people in the "no-ODD" camp are quite vocal here, I think Apple should have kept it for one more generation--it wasn't left out due to space constraints. Yes it's progressive and forward-thinking, but I think it's a little too soon. I totally understand (and prefer) losing the drive on a laptop, but the Mac mini is a desktop. (Darren Murph @ Engadget feels the same way: http://www.engadget.com/2011/07/27/editorial-apples-officially-over-the-optical-drive-for-better/)

And I still think Apple could offer the internal drive as a CTO option if there's enough demand. Would be a good compromise and doesn't affect those who are fine without an ODD.
 
Not having the dedicated graphics chip in the server probably balances out the quad core putting out more head.
