Installing MacOS on Blank SSD

have got myself into a little problem.

I’ve went and removed macOS from the the Mac’s SSD and after trying Command + R it just offers internet recovery but I have no access to internet at the moment.

I have a bootable hard drive with macOS Mojave on it but I can’t seem to get the laptop to boot from it?

I tried holding alt/Option key on boot but doesn’t offer the hard drive as a bootable drive?

Any ideas would be appreciated

Do you have a separate PC or Mac so you can create a model macOS bootable US?

P.S. What is the Mac model and the macOS shipped with it?

I have no access to internet at the moment.

How did you post here?

If you have an iPhone why not setup a hotspot and use that?
