No, Fusion still has no support for virtualizing macOS in Apple Silicon. If you need that look at Parallels Desktop or one of the free tools like VirtualBuddy.
There is little point in VMware supporting macS on AS, just as there is little point in paying Parallels for it. Implementing VM solutions on Apple Silicon is relatively easy and the free products (VirtualBuddy and Viable) do a great job.

But the functionality restrictions which Apple has placed on virtualisation (no iCloud, etc.)) limit its value to testing scenarios.

This blows my mind that VMware STILL doesn't allow us to install a macOS guest while using Apple Silicon hardware! What's the hold up? Parallels had this ability since day 1!

I just want to be able to run developer betas of new macOS releases so I can test apps on them without having to install them as the main OS on my Mac Studio.

Does VirtualBuddy support Win11ARM?
Doesn't look like that. But VMware can download it directly and is free now for private use.

For macOS I would also give this Viable a try:

This, along with VirtualBuddy (and Parallels Desktop's Apple Silicon macOS support) are all just front ends to Apple's virtualization framework. Performance and functionality is going to be essentially identical among all of them.

I can't decide whether that is good (free for everyone will increase its use) or bad (no revenue stream, no paid support). Time will tell.
Yeah, I wonder as well. I don’t trust Broadcom to do anything except milk VMware for money so I assume Fusion is dying a slow-ish death at this point.
