The To: is cut off. doesnt seem normal to me.

Also can i delete ncsettings and somehow add toggles for location services and tether icon to the intelliscreen quick selects?

You can configure toggles from SbSettings, but I believe not from ncsettings one

    Negative.

I just installed ISX 6 this morning on my iPhone 5 and I can't reproduce this. However my JB setup is rather simple; I don't have any theme tweaks or font tweaks of any sort. And my ISX setup is very simple as well -- just one page (no FB, Twitter, RSS feeds or email).

As for the toggles, I actually don't use the ISX QuickSettings and instead use NCSettings. I keep NCSettings in the ISX "top shelf", and disable the ISX QuickSettings & Ticker.

One thing I am contending with since installing ISX this morning is battery performance. Almost 20% gone per hour with almost no use.

Here's a pic, taken from the lock screen. No problems with the To: here.
