I’m traveling from the States to a country where the voltage is 230V

Can I charge my phone/ipad/computer using a USB-C cable and this


Or do I need to use a power adapter also?

Note that this item doesn’t convert the voltage

That’s what I figured. I’m assuming I could also use an Anker power charger just as I would the original Apple charger for this situation?
 
For most consumer electronics you only need an adapter plug to go from the standard North American plug to whatever is standard for the country you're visiting. You don't need an actual power converter to go from 110 to 230 volt, which will be significantly more expensive.

The power adapters for the overwhelming majority of consumer electronics support a range of voltages from 100 to 240. The only difference is the physical plug. It will usually be printed (in extremely small print) directly on the adapter which voltage range it supports. Apple's standard USB-C adapter supports this range.
 
Just get a cheap adapter like JPack recommended.
All original Apple Power Adapters do support voltages from 110 to 240V so you just need a „mechanical“ adapter US to EU, no voltage converter or anything.
 
Yes, you can use Anker or Apple power adapters. You just need to convert the plug. It's when you rely on a no name adapter to convert AC to 5V DC (USB-A/C), that adds risk.
 
I use a 3rd party charger for travel with something like 100w for my MacBook, and other USB-C and USB-A sockets for everything else. Couldn’t tell you the brand offhand as it’s not with me but someone like Anker. You just need to ensure that the device you connect will take up to 220v input & handle 50hz.

yes 110 to 240 is supported. since the actual range that all apple power adapters support is 100 to 240.
