Internet Keeps Loading

For some reason when all my apps are closed the internet animation on top shows up loading...

What could be causing this?

This could be sucking up my data plan and/or the battery

It's a bug. Do a hard reset (hold down the top power button and the front home button at the same time, until the screen goes off and the Apple logo comes back on. Then release).

That's only a temp fix, it does come back.

It does indeed but other than an iOS7.1.1 upgrade, what can we do? At least the short term 'fix' offers a solution to the problem, albeit temporary. I can go days without the problem reoccurring.

I have it that but I don't know if it really means anything in terms of actual data usage. It goes away if you force close Safari.

I have that switched off 100% of the time anyway.
