Internet Lagging

My internet lags a lot for no apparent reason sometimes it stops completely. However if I am in a proxy this doesnt happen at all.

Does anyone know what could be causing this?

Firstly, you've done all the router resetting and everything right?

Secondly, are you in peak hour internet traffic or is your neighbor(s) using the net?

I have unplugged my router and Im sure no one is using my internet.

What else could I do?

I'm sure you already have, but if you haven't test it on other computers and devices?
