I have a 3rd gen iPod Touch, with the latest IOS. I find that whenever I try to listen to internet radio (TuneIn Radio, CBC's radio app, etc.) I can listen to about 10 seconds, and then it goes to buffering.

I've tried in several WiFi zones, but I get the same result each time. Anyone have any thoughts as to why this is happening?
 
Most probably it has to be the speed of the wifi zones which you are using. Also on a busy site, especially when a lot of people are listening too, it can certainly slowdown the rate of data transfer and thus the need to buffer.

Have you tried your home wifi and see if you experience the same problem
 
I use Wunder Radio and on my wi-fi, which is relatively slow it doesn't have that issue.

Maybe the sound quality you are listening to is too high for streaming?

Yes, I noticed the problem first on my home wifi, then I tried it at a local internet café, and at a shopping mall.

At home, I never have problems streaming audio on my desktops running on wifi.

Maybe I'll try Wunder radio and see if I get better results.
