I need to find out who made a geocities site and also I have to have it removed. Does anyone have any idea about how to do this.

That describes most of the web but you can't go around pulling every site that offends you.

You can file a complaint but I don't think you can get it pulled based on content unless its illegal.

As said before, all you can do is file a complaint with geocities and then they will decide if it's illegal or not.
