Clearly you are making this up as you go along. Just because the phones "shipped" prior today (not 100% that's true), and the GM was released to the developers today, it doesn't mean that Apple did not release the GM version of iOS 10 to manufacturing earlier. The internal builds are weeks ahead of what we see... and the fact that the GM release is now noted to be iOS 10.0.1 would indicate that it's not the first version of the GM release candidate...
Regardless of how you try to spin it, Apple did NOT ship phones with a "beta" version of iOS.
I'd love to see the Settings > General > About screenshot on a new iPhone 7/7 Plus with a beta release build listed... as they say on the internet: "photo or it didn't happen".
