iOS 10.1: Location Services: System Services not accessible?

Is anyone able to access the System Services section of Location Services settings? On my iPhone 7 Plus it keeps locking up (have to force close the settings app). Is this happening to everyone?

Odd that mine is inaccessible. I wonder if I should reset all settings to get it to work

No issues 4 iPhone 7's (2 plus, 2 regular)
