Well I'm on a 7 Plus and notice a difference from 10.2 especially with multitasking where the animation was always super awkward when bringing it up.
Actually, it's the opposite. People mostly say that animations aren't smooth.
I'm all for Apple slowing down a bit and concentrating on bugfixes for 10.2 for a while.
They've been full steam ahead on tweaking things here and there and haven't been in bugfix mode enough, IMHO.
That said I'm not going to bother with this beta. 10.2 is rock solid so far and there's nothing I really feel I want improved.
There is unlikely going to be another major feature beta, ie. 10.3, until the new ipads are closer to dropping in March which is very soon. 10.2 added a ton of new stuff like the TV app they discussed at the announcement etc.
I would expect 10.3 late January into early Feb to be ready for ipad launch.

Multitasking still incredibly jumpy. Works fine from the home screen and certain apps, but Messages and Mail not so much.

No idea how this is possible, but multitasking is a royal mess on iPhone 7 Plus.
Will contribute Darwin Kernel Version and VZW carrier version when this finishes installing on my 7+.

No thats watchOS related. Also they wouldn't release a beta, they would get that seeded immediately so people could update their watch.
FYI - This was released with 10.2 public release on Monday. Those of us who were already on 10.2b7 (and therefore already on the release version, so no software update) got the carrier update to 27.1 on Monday (if you went into settings / general / about) .. Then the carrier update shoild have popped up. At least it did for me and a few others I saw commenting.

Yeah, it typically won't prompt you unless you go into settings / general / about (or maybe reboot?). Otherwise, they're typically bundled into iOS releases, so you often don't see them as they're done automatically. Except for us on the beta trains in situations like these or for the rare occasion that a carrier rolls out an update aside from an iOS update. I think I may have seen that once ever.
Raise to wake seems a lot better. Wakes up smoother or something, quite can't put my finger on it. Overall it seems smoother than 10.2
